Hawley Introduces Bill to Help Stop Police Suicides

More law enforcement officers die from suicide than in the line of duty, yet federal programs to support their health have gone unfunded in recent years. Sen. Josh Hawley (R., Mo.) introduced a bill Wednesday aimed at correcting this often-fatal oversight.

Hawley’s bill, the Supporting and Treating Officers In Crisis Act of 2019, is co-authored by Sen. Sheldon Whitehouse (D., R.I.). It has already garnered support from a bipartisan cadre ranging from Sen. Tom Cotton (R., Ark.) to Sen. Mazie Hirono (D., Hawaii).

If enacted, the STOICA Act would expand the statutory language of pre-existing family-support grant programs to ensure that they supported suicide-prevention efforts, mental-health screenings, and training to identify officers at risk for suicide. It would also appropriate $7.5 million annually for the next five years to these programs, which have gone without funding since 2000.

Stress, trauma, and suicide are majors issues among law enforcement. According to Hawley’s office, law-enforcement officers report above-average levels of stress, indicating stressors ranging from dealing with family disputes (83 percent of officers) to being compelled to use force (59 percent) to being physically attacked while on duty (23 percent).

These stressors can have lasting physical and mental tolls. Between 25 percent and 30 percent of officers have physical-health problems, like heart disease and gastrointestinal illnesses, related to their job stress. Seven percent of officers in one study were found to meet the criteria for Post-Traumatic Stress Disorder.

Sometimes, these heavy burdens lead to tragedy. The number of officers who have committed suicide has risen for the past three years, up to 160 in 2018. By comparison 144 officers died in the line of duty last year, meaning that an officer is more likely to take his own life than to lose it doing his job. The CDC found that the suicide rate among law-enforcement officers and firefighters is 40 percent higher than the national average.

"Every day law enforcement demonstrates tremendous bravery in protecting us from the worst of humanity, but it often takes a toll," Hawley said. "Police work is physically, mentally, and emotionally demanding. This legislation will provide much-needed support to the heroes that keep us safe."

SHOWDOWN: House Judiciary Authorizes Subpoena For Full, Unredacted Mueller Report

Rep. Jerry Nadler (D-NY)

The Democrat-controlled House Judiciary Committee authorized a subpoena for Mueller’s full report without redactions on Wednesday in a 24-17 vote.

The resolution also authorized the Judiciary Committee to issue subpoenas and testimony from five current and former Trump aides.

The aides include White House Counsel Don McGahn, former White House strategist Steve Bannon, former communications director Hope Hicks, former Chief of Staff Reince Priebus and former White House aide Ann Donaldson.

“The Constitution charges Congress with holding the president accountable for alleged official misconduct. That job requires us to evaluate the evidence for ourselves, not the attorney general’s summary, not a substantially redacted synopsis, but the full report and the underlying evidence,” House Judiciary Chairman Jerry Nadler said in his opening statement Wednesday.

Nadler also said that so far, Bill Barr has “refused” to work with him to help obtain access to materials.

“The Department is wrong to try to withhold that information from this Committee. Congress is entitled to all of the evidence. This isn’t just my opinion. It is also a matter of law,” Nadler added.

Nadler also indicated that he isn’t planning on immediately issuing the subpoena and that he would “give [Bill Barr] time to change his mind.”

“But if we cannot reach an accommodation, then we will have no choice but to issue subpoenas for these materials,” Nadler warned. “And if the department still refuses, then it should be up to a judge, not the president or his political appointee to decide whether or not it is appropriate for the committee to review the complete record.”

WATCH:

Mueller’s team interviewed 500 witnesses and issued 2800 subpoenas in an investigation that spanned over 675 days with a total of 19 high-powered lawyers.

Under special counsel rules, Mueller is to give Attorney General Bill Barr a confidential report.

Barr is redacting people’s names who were not indicted — the law protects people named in the report who have not been indicted — especially if it’s grand jury material.

“It’s a crime to release grand jury material without the approval of the courts and it’s even a crime to release it to Congress without the approval of the courts,” Alan Dershowitz said.
